Endpoint Location Service - Common Certificate Use Values v1.0

The Endpoint Location Service: Solution Design defines the concept of a certificate use value.
This value is associated with semantics about how a certificate is used when invoking an operation on a service interface. It is used to populate the certificate references in an ELS interaction record.
