This document briefly introduces the interoperability of telehealth systems and networks, and defines telehealth and related terms. An informative annex describing the Telehealth Technical Reference Architecture is included to describe the various components of a telehealth system. It also covers the elements that need to be addressed when formulating a set of requirements for the various components.

This document, along with Part 2: Real-Time Systems, addresses interoperability issues in telehealth systems and networks. The target users of these documents are care providers, healthcare organisations, telehealth equipment vendors, implementers of telehealth solutions, professional organisations and governments.
