This document describes how to use Clinical Quality Language (CQL) to extract health-related indicators from data in HL7’s Fast Healthcare Interoperability Resources (FHIR). These indicators can be used to monitor and evaluate health system performance, contribute to public health monitoring and track the effectiveness of investments by global donors.

The document outlines how implementers, including software developers, business analysts and informaticists, may use these technologies in conjunction with appropriate IHE profiles. De-identification is beyond the scope of the paper.
