Supplement 232: JPEG XL Transfer Syntaxes

This supplement adds lossless JPEG recompression, lossless JPEG XL, and general JPEG XL Transfer Syntaxes to the DICOM Standard. JPEG XL is also added to the set of rendered formats for DICOMweb.

The benefits of JPEG XL include improved compression of colour images and flexible encoding options. It also supports multiframe encoding more effectively than animated GIF (the only other multiframe rendered format).
