This document provides a methodology to support trusted electronic health record (EHR) and personal health record (PHR) management throughout the life of the records using Fast Healthcare Interoperability Resources (FHIR). It describes the expected capabilities for an EHR system that intends to adhere to ISO/HL7 10781 Electronic Health Record System Functional Model Release 2. It defines capabilities, constraints and codes, and includes example instances of data.
