Before using Provider Connect Australia (PCA) as a publisher or subscriber, an organisation must:
- submit a participation agreement by an individual representative of the organisation
- authorise a client for that organisation.

Registering an organisation for both Publisher and Subscriber roles
If there is requirement for the organisation to be both a publisher and subscriber then once an organisation has successfully completed a registration it can register for the other role.
